EU4Innovation is a Multi Donor Action jointly co-financed by the EU, the Federal Ministry of Economic Cooperation and Development (BMZ) and Sida and implemented by GIZ and Sida. The Action runs from January 2023 to June 2026. The Action supports Albania in achieving key objectives in the field of economic development, namely, to accelerate the transformation into a more innovation-driven and knowledge-based economy, unlocking its human capital, entrepreneurial as well as research potential and thereby increasing its competitiveness. The specific objective (outcome) of the Action is to increase the maturity and exposure of the Albanian start-up and innovation ecosystem and its stakeholders.
- SUBJECT
The EU4I intends to contract a Key Expert to provide technical assistance and expertise to the National Agency on Science, Research, and Innovation (NASRI) to strengthen its role and capacities as an entity in delivering EU programs in Research and Development (R&D) and Innovation, and to ensure an increase of applications by Albanian institutions. A few of these programs include Horizon Europe, the European Institute of Innovation and Technology (EIT), the European Innovation Council (EIC), Eureka, European Cooperation in Science and Technology (COST), EU Missions, EU Partnerships, etc. In addition, the support will consist of activating and engaging the NCPs network to perform its role in a proactive and inclusive manner.
GIZ Albania is inviting qualified registered legal persons to apply as local Key Expert and offer services towards the “Institutional support to NASRI for the implementation of EU Funded Programs in R&D and Innovation”.
The period of assignment: from 1 December 2023 until 31 March 2026.
- ELIGIBILITY
Participation is open to all legal persons who are effectively established in Albania. The legal person must have:
- 5 years of professional experience as an expert evaluator, national expert, and/or advisory role for projects in international development, R&D and innovation.
- 5 years of professional experience in project writing, and/or management of EU research projects (e.g., Erasmus +, Horizon 2020, Horizon Europe, Eureka) or tender projects/studies for the European Commission and other EU institutions and agencies.

The deadline for submitting applications is 30.10.2023.

Following the application deadline, the prequalification process will commence. Submitted applications will be thoroughly evaluated, and only prequalified candidates will be invited to participate in the subsequent bidding process. If you do not receive an invitation to tender within two weeks of expiry of the deadline, your application has not been accepted.
All communication related to this procedure, as well as subsequent stages, must be conducted in English.
