The Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ) is a federal enterprise that supports the German Government in achieving its objectives in the field of international cooper-ation for sustainable development. The Global Programme „Programme Migration for Development“ is commissioned by the German Federal Ministry for Ecomomic Cooperation and Development (BMZ) and is being implemented under the umbrella of the Centre for Migration and Development (CIM) – a joint operation of the Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ) and the International Placement Services (ZAV) of the Federal Employment Agency.

The overarching objective of the programme is to strengthen the development-relevant contributions of migrants in their countries of origin and improve the framework conditions for regular migration in selected partner countries.

One of the programme’s component is “Migration and Reintegration Advice” under which the PME is operating an Information Centre for Migration, Vocational Education and Career Advice (Deutsches Infromationszentrum für Migration, Ausbildung und Karriere – DIMAK Albania). The cen-tre’s target group are potential migrants as well as returning migrants from Germany. DIMAK Albania offers counselling services on perspectives of educational and professional development in Albania, as well as information and advice on possibilities and requirements of legal labour migration. In order to optimize the services of DIMAK for the target group, the project is intending to hire staff designated to advice potential migrants and especially returning migrants and to provide them with necessary information on migration as well as on social and professional reintegration. Next to the Centre itself, the PME is establishing an information and advice structure in Germany for migrants intending to return to their home country (Germany module). The advisor will cooperate closely with counterparts within the Germany module and within the bilateral portfolio of GIZ’s country office.

GIZ Office Albania seeks the following staff: Advisor – Migration and Reintegration

A. Responsibilities:
he position holder will carry out advice giving services in the above mentioned frame to individuals seeking counselling and support, especially to migrants who have returned from Germany to Alba-nia. He/She works in a team of advisors under the supervision of the Centre’s National Coordinator. He/She exchanges with his/her counter parts in the Germany module in order to provide country-specific information to migrants intending to return from Germany. He/She works in a team and is in charge for reporting and monitoring of the project and provides related content. He/She cooperates with relevant counterparts within bilateral projects of GIZ and GIZ country office. He/She supports the National Coordinator in all activities of the Centre’s project, in everyday occurrences and will fulfil tasks that will be delegated by the National Coordinator, Country Director and the Programme Co-ordinator of PME, based in Eschborn, Germany.

B. Tasks
The Advisor performs the following tasks:
Advice and Monitoring
 

  • Provide project related information, counselling and advise to the visitors of the DIMAK (as- sistance, advice and guidance), face to face and virtual
  • Implementing a client monitoring and tracking, following up on counselling talks
  • Conducts research, review, prepares and forwards relevant reports and documents and helps update the office and project/programme website
  • Works on impact monitoring, quality management, communication and documentation of the proper implementation of project plans and activities in close consultation with partner
  • Supports with the necessary coordination processes to produce publications and materials in accordance with GIZ standards (corporate design, standards for content)
  • Works in a team for reporting and monitoring of the project and provides related
  • Supports with planning and execution of capacity-building activities, providing on-site sup- port as needed
  • Cooperates with relevant counterparts within bilateral projects of GIZ and GIZ country of-
  • Participates in outreach activities, mobile advice, giving presentations to the target group

Crosscutting Tasks

  • Assists the short-term experts assigned to project in completing their tasks including trans- lation
  • Preparation of appropriate input for project outputs as required by the project management and GIZ head
  • Does backstopping to the project coordinator on the ongoing developments on the topic of migration advice in Albania and the activities of the government regarding this topic
  • Provides general administrative support
  • Updates the relevant folders of the GIZ Knowledge to facilitate access to key information for tenders such as project references, performance confirmations from clients
  • Carries out secretarial support and manages the filing system, follows up information flow and deadlines, prepares notification letters, archiving, agendas for meetings
  • Prepare various written outputs, such as background papers, correspondence with govern- ments, working papers, mission reports, presentations and ad hoc reports and participates in relevant meetings and conferences in the area of migration in Albania
  • Takes on additional and ad-hoc tasks related to the profile describes assigned by the coor- dinator of PME in Albania
  • Maintains the networking and cooperation with partner institutions and other relevant stake- holders (including non-governmental agencies, research institutes, business and other pro- jects and donors), by ensuring good working relationships and sustainable cooperation to- wards the project’s
  • Ensures good communication and flow of information within GIZ and with other relevant actors
  • Ensures good flow of information and coordination is established with all local and international partners

Required qualifications, competences and experience:

  • Holds a university degree and has at least 4 years of relevant experience, particularly within international organisations
  • He/she has relevant work experience in fields such as migration / advice of vulnerable groups / labor market / vocational training or another field that qualifies him/her for the occupation and has excellent communication and presentation skills
  • Work experience with a public employer in the country of deployment would be an advantage
  • Ability to support a multi-task, multi-discipline programme team
  • Excellent working knowledge of MS products, particularly Word, Excel and PowerPoint
  • Fluency in written and spoken English and German language would be a strong asset
  • Able to work in a team as well as independently
  • Excellent social and communications skills

Contract conditions

  • Full-time employment
  • Project office in Tirana
  • Duration: 2 years
