This Prequalification Call represents a crucial step in Albania’s ongoing journey towards EU integration. Since the early 2000s, Albania has diligently pursued EU membership and achieved candidate status in 2014 after signing the Stabilisation and Association Agreement (SAA) in 2006. The efforts to align with the EU acquis led to formal accession negotiations beginning in 2022, guided by the revised EU Enlargement Methodology that organizes negotiation chapters thematically.

The SANECA II project, initiated under German Cooperation, runs from February 2023 to January 2026. It aims to enhance capacities within the Internal Market Cluster and Chapter 20, focusing on capacity building, regulatory harmonization, and civil society engagement. Specifically, the project concentrates on aligning EU acquis regarding consumer protection, showcasing Albania’s dedication to meeting accession requirements and strengthening regional integration within the Berlin Process.

  1. SUBJECT

This call aims to harmonize Albanian regulatory framework through approximation of 6 EU legal acts on Consumer protection into Albania’s regulatory framework.

The assignment includes:

Regulatory and Legal Analysis: Thoroughly analyse the directives to identify alignment gaps and challenges.

Transposition Strategy: Plan strategies for precise integration while respecting EU and local nuances.

Accurate Regulation: Draft texts reflecting EU rules and Albanian specifics.

Stakeholder Collaboration: Engage with government entities for unified goals.

Comprehensive Services: Offer legal consulting, analysis, and policy harmonization to enhance integration efforts.

  1. ELIGIBILITY

Eligibility for this call is extended to legal and consulting companies established in Albania.

To participate, entities must fulfil the following criteria:

Established Legal Presence: Entities should possess a well-founded and active legal presence within Albania.

Financial Capability: Interested parties must demonstrate an average annual turnover of at least 50,000 EUR over the last three financial years.

Workforce Capacity: Companies must maintain a consistent workforce of an average of at least 5 employees over the preceding three financial years.

Proven Expertise: Showcase a robust portfolio of a minimum of 3 reference projects exemplifying EU harmonization and/or regulatory analysis and drafting services. Notably, 2 of these projects should have been executed within Albania.

Collaborative Proficiency: This call welcomes both individual entities and consortium/grouping applicants, highlighting the aptitude for fostering constructive collaborations.

  1. DEADLINE

All legal entities interested in the application process should ask for the Expression of Interest ref. no. 83457417 to the address: [email protected], latest by 19.01.2024.

The due date for submitting the application is 25.01.2024.

The documents should be submitted in pdf format via e-mail to [email protected] with subject “83457417 – EoI_ Approx. of 6 EU acts on Consumer Protection”.

After the due date for submitting the application, the process of prequalification will follow. The submitted applications will be evaluated, and only prequalified candidates will be invited to answer the bid. All written communication for this procedure and the following successful ones must be in English.
