OPEN CALL FOR EXPRESSION OF INTEREST

for the establishment of a pool of national companies, Individual Consultant (Trainers) to conduct training services for the staff of National Agency for Water Supply, Wastewater and Waste Infrastructure (AKUM)

 

1. Brief background of the programme

The Action “EU support Waste water management and treatment services” (EUSWAM) aims at implementing the second component of “IPA 2016 – Support to Water Management” sector programme, which seeks to enhance the implementation of the National Water Reform and the progress of Albania towards EU water legislation requirements. The specific objective of the EUSWAM Action is to reduce pollution in Adriatic coastal water via strengthened capacities and operation and maintenance of waste water infrastructure along the coast and in particular in selected municipalities that have benefited from EU support for the development of their waste water management infrastructure.

The action activities will be implemented by GIZ in synergy with the implementation of the BMZ financed intervention called “Consumer-oriented and performance-related water supply and sanitation in Albania” in short CPWS which started in October 2017 for a duration of 3 years.

 

The Action addresses the targeted result as follows:

• The strengthening of the capacity of the new National Agency for Water Supply, Waste Water and Solid Waste (AKUM) with a focus on the waste water sub-sector in line with its recently approved enhanced mandate and policies;

 

2. Purpose of the call for expression of interest and application procedure

This open call for expression of interest is intended to invite companies, consultants (trainers) specialised in training service provisions to express their interest to be part of the future trainings to be organised for the staff of AKUM. Companies or individuals are requested to specify topics of the trainings they can provide and corresponding documents that proves (certificate).

3. Required skills and experience

• At least 7 years of experience of work as training provider;
• Having valid license (only for firms) or proving document as trainer for individuals;
• Lecturers with at least 7 years working experience in high education entities, subjects lectured related to subjects of training;
• Experts on subjects which hold a scientific degree minimum required Doctor of Science, and have at least 7 years working experiences;
• For companies/individual consultants being registered at QKR/QKB with active current status and have NUIS/NIPT Certificate;
• Having high qualified trainers in different fields (for companies);
• A proven track record of success (at least three completed similar assignments).

 

4. Documents to be provided

Each application, not more than 4 pages, shall include the following information:

1. Brief Company profile, CV (for individuals);
2. Number of trainers including CV of the trainers (for companies), topics of the trainings;
3. In case of individuals, Certificate for training provision and topic of the trainings that covers;
4. Any additional information considered important by the company, individual (e.g. publications or references).

The due date for submitting the application is 11 November 2019.

After the due date for submitting the application, the process of short listing will follow. The submitted applications will be evaluated, and only short-listed candidates will be invited in the future to answer to the bid for providing training services.
