Subject: The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is looking for a potential subcontractor to “Develop a comprehensive institutional, legal gap, human capacities analysis and organizational options for the future National Hydro-Meteorological Institution of Albania”, Albania
- The objective of this service is to provide institutional, organizational, and governance expertise to support the reform of the National Meteorological and Hydrological Service (NMHS), by assessing institutional models, identifying governance and operational gaps and designing a practical, legally compliant and sustainable institutional setup for the implementation of the new Law on Hydrometeorology.
- Eligibility: Participation is open to all legal persons which are effectively established in Albania.
Eligible to apply:
- Companies with annual turnover of at least 100.000 EUR in the last three years
- Companies that have at least three contracts with reference amount at least 50.000 EUR of the same type (in Albania)
- Companies that have an average nr of 5 employees in the last three years
- Companies with at least 3 reference projects in the technical fields: Public Administration Governance. Public finance management, Legal Policy, Change Management
- Companies with at least 3 reference projects in Albania in the last three years
All legal entities interested in this application process should ask for Expression of Interest, tender ref.no. 7000012206 “Institutional Legal GAP” to the address: [email protected] , latest by 11.06.2026 at 16.00 o’clock.
- The due date for submitting the Expression of Interest is 12.06.2026 at 16.00 o’ clock.

After the due date for submitting the bids, the process of preselection will follow, and successful applicants will be invited for the next steps in the tendering procedure.
