Subject: The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is looking for a potential subcontractor for the development, deployment, and handover of OGC API Features and Tiles services for priority geospatial datasets in Albania, in support of the future automation of an Early Warning System under the ALBAdapt – Programme for Climate Resilient Urban Development in Albania.
- The objective of this service is to design, develop, configure, document, test, deploy, and hand over a standards-compliant OGC API service for selected priority geospatial datasets in Albania. The assignment includes implementation of both OGC API Features and OGC API Tiles, integration with the existing ATOM-based bulk download service, technical documentation, validation, deployment on the Contracting Authority’s infrastructure, training, and post-deployment support.
The service shall support machine-readable, interoperable access to authoritative geospatial datasets and contribute to the enabling technical architecture for future interoperability and automation needs within the broader early warning and climate information context.
- Eligibility: Participation is open to all legal persons which are effectively established in Albania.
Eligible to apply:
- Companies with annual turnover of at least 100.000 EUR in the last three years
- Companies that have at least three contracts with reference amount at least 50.000 EUR of the same type (in Albania/ Balkans)
- Companies that have an average nr of 5 employees in the last three years
- Companies with at least 3 reference projects in the technical fields Software Development and System Architecture, API and Web Service Development, Web GIS and Geospatial Service Implementation, Spatial Data Management and Interoperability.
- Companies with at least 3 reference projects in Albania/Balkans in the last three years
- Companies with experience in development projects, preferably with at least 50% ODA-financed projects
