OPEN CALL FOR TENDER PREQUALIFICATION

  • Profile: The Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ) is a federal enterprise that supports the German Government in achieving its objectives in the field of international cooperation for sustainable development.

The Sustainable Rural Development Program (SRD) works with business and government to increase competitiveness and raise income in the rural areas of Albania. Together, we establish innovations in agriculture and rural tourism, scale them in the market and build a strong enabling environment. We focus on vegetables, fruits, and dairy in agricultural value chains, and promote outdoor sports, agritourism and destination management in rural tourism. We do this in the context of EU accession, promoting green growth, fostering digitization, and advancing diversity. In cooperation with the Ministry of Agriculture and Rural Development and the Ministry of Tourism and Environment, SRD II is implemented by GIZ, on behalf of the German, Swiss and British Governments between 2023 and 2026.

In addition, the Western Balkan countries (Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia, and Serbia) are significantly exposed to climate change due to an increase in extreme weather and slow onset events. Floods, drought, extreme heat, landslides, and wildfire hazards become more frequent and more intense, posing substantial and growing risks for people and the economy. In fact, the Western Balkans region is considered a hotspot in Europe in terms of climate and other natural hazards. Hence, there is an urgent need for the region to systematically adapt its economies and infrastructure to changing climatic conditions. Addressing climate risks proactively will reduce vulnerabilities and climate-related loss and damage. As part of the Regional Climate Partnership between Germany and the Western Balkans, the objective of the project “Green Agenda: Supporting the Western Balkans in Adapting to Climate Change” is to support WB countries in adapting to climate change in accordance with the GAWB. The project follows a multi-level approach, aiming to strengthen the capacities for planning and implementing climate adaptation strategies and measures at regional, national, and local levels.

2. SUBJECT

The GIZ Office Tirana invites registered companies/individuals with technical expertise in fruit sector, to express their interest in participating in the tender procedure for implementation of Consultancy to support the piloting and upscaling of Fruit interventions in Dibra and Korca for the Sustainable Rural Development (SRD) II Programme and the Project Green Agenda (WB6) – Supporting Western Balkan countries in adapting to climate change.

3. ELIGIBILITY 

Eligible applicants must be registered legal entities (companies, NGOs, consortia) with the following qualifications:

  • Registration under Albanian law with valid tax and social-insurance clearances
  • Average annual turnover for the last three financial years at least 60,000 Euro
  • Average number of employees and managers for the past three calendar years at least 5 persons.
  • At least 1 reference of comparable services in Albania , including piloting of innovation in postharvest technologies, and delivery farmer training and on‑farm demonstrations.

4. Application process

5. DEADLINE 

All legal entities interested in the application should ask for an application form.

A set of documents to be filled in will be sent to all interested companies.

After the due date for submitting the application, the process of prequalification will follow.

The submitted applications will be evaluated, and only prequalified candidates will be invited to answer to the bid.
