- Profile (Background of the Call):
This Prequalification Call represents a crucial step in Albania’s ongoing journey towards EU integration. Since the early 2000s, Albania has diligently pursued EU membership and achieved candidate status in 2014 after signing the Stabilisation and Association Agreement (SAA) in 2006. The efforts to align with the EU acquis led to formal accession negotiations beginning in 2022, guided by the revised EU Enlargement Methodology that organizes negotiation chapters thematically.
This assignment forms part of the GIZ-supported project “Support to Accession Negotiations in Economic Chapters of Acquis (SANECA II)”.
SANECA II project, initiated under German Cooperation, runs from February 2023 to May 2029. It aims to enhance capacities within the Internal Market Cluster and Chapter 20, focusing on 3 intervention areas: capacity building/processes, regulatory alignment and civil society engagement. The second intervention area related to alignment aims at closing the legal gaps in harmonisation in critical areas that are of outmost importance for closing the negotiations in a given chapter.
- SUBJECT
This call aim to pre-qualify bidders to carry out the assignment: Alignment with EU legislation on Good Laboratory Practice (GLP) (ref. Directives 2004/10 and 2004/9)
The assignment includes:
- Regulatory and Legal Analysis: Thoroughly analyse the EU directives on GLP to identify alignment gaps and challenges and institutional implications.
- Transposition Strategy: Plan strategies for precise integration while respecting EU and local nuances.
- Accurate Regulation: Draft texts reflecting EU rules and Albanian specifics.
- Stakeholder Collaboration: Engage with government entities for unified goals.
- Comprehensive Services: Offer legal consulting, analysis, and policy harmonization to enhance integration efforts.
- ELIGIBILITY
Eligibility for this call is extended to consulting companies established in Albania.
To participate, entities must fulfil the following criteria:
Established Legal Presence: Entities should possess a well-founded and active legal presence within Albania.
Financial Capability: Interested parties must demonstrate an average annual turnover of at least 20,000 EUR over the last three financial years.
Workforce Capacity: Companies must maintain a consistent workforce of an average of at least 1 employee over the preceding three financial years.
Proven Expertise: Showcase a robust portfolio of a minimum of 2 reference projects exemplifying alignment with EU acquis/policy analysis in view of EU accession. Notably, 1 of these projects should have been executed within Albania.
Collaborative Proficiency: This call welcomes both individual entities and consortium/grouping entities, highlighting the aptitude for fostering constructive collaborations.

All legal entities interested in the application process should ask for the Expression of Interest ref. no. 7000003663 to the address: [email protected], latest by 02.04.2026.
The due date for submitting the application is 03.04.2026.

After the due date for submitting the application, the process of prequalification will follow. The submitted applications will be evaluated, and only prequalified candidates will be invited to answer the bid. All written communication for this procedure and the following successful ones must be in English.
