  1. GENERAL CONDITIONS

  • Profile (Background of the Call):

Within Albania’s EU accession process, the BMZ-commissioned project “Support to Accession Negotiations in the Economic Chapters of the EU Acquis (SANECA II)” supports the Internal Market Cluster. For Chapter 3 – Right of Establishment and Freedom to Provide Services – GIZ will conduct a targeted Impact Assessment (IA) on private-sector implications (with a strong SME focus). This open prequalification call invites interested and eligible applicants to be shortlisted for the subsequent tender.

  1. SUBJECT

This call aims to prequalify potential contractors (individuals, companies, institutes, or consortia) to deliver the Impact Assessment of the Private Sector Implications of Albania’s Alignment with Chapter 3 of the EU Acquis (Services Directive 2006/123/EC; Professional Qualifications Directive 2005/36/EC; Proportionality Test Directive (EU) 2018/958).

Indicative assignment window: [September 2025] – 31.03.2026 [implementation by 31.12.2025] (contract for works).

  1. ELIGIBILITY

Eligibility is open to applicants legally established in Albania (individuals, companies, institutes, or consortia). At EOI stage, applicants must provide evidence of:

  • Legal presence in Albania: NRC/Court extract & NIPT / NID.
  • Financial capacity — Minimum requirement: Average annual turnover for the past three financial years ≥ EUR 50,000.
    For consortia: the figure may be met on a combined basis across members.
  • Workforce capacity — Minimum requirement: Average of at least 1 permanent employee or manager over the past three calendar years.
    For consortia: may be met on a combined basis across members.
  • Technical references (last 36 months to the publication date):
    • At least 1 reference project in the technical field (impact assessment, regulatory gap analysis, policy evaluation, and/or EU acquis alignment) with commission value ≥ EUR 10,000; and
    • At least 1 reference implemented in Albania or the Western Balkans.
  • No grounds for exclusion under §§123/124 GWB and §22 LkSG (self-declaration).

Both individual applicants and consortia/joint ventures are welcome. All communication is in English.

Required EOI contents (per the form):

  1. Applicant identification & NRC/Court extract; NIPT / NID; address.
  2. Turnover certificate (e-Albania) for 2024/2023/2022 (EUR).
  3. e-sig 02 (e-Albania) showing average permanent staff for 2024/2023/2022.
  4. Brief profile (max. 20 lines). If a consortium/JV: name the lead and roles of all partners; or attach commitment letters for associated experts (SME-friendly route).
  5. References table meeting the thresholds above (title & client; scope; region; period; order value EUR).
  6. Contact person (name, email, phone).
  7. Signed self-declaration on exclusion grounds.

Process after EOI: Only prequalified candidates will be invited to submit a full bid in the subsequent tender. Evaluation of EOIs is expected within 2 weeks after the EOI deadline. No separate notice will be issued to non-selected applicants.
