- Profile (Background of the Call):
This Prequalification Call represents a crucial step in Albania’s ongoing journey towards EU integration. Since the early 2000s, Albania has diligently pursued EU membership and achieved candidate status in 2014 after signing the Stabilisation and Association Agreement (SAA) in 2006. The efforts to align with the EU acquis led to formal accession negotiations beginning in 2022, guided by the revised EU Enlargement Methodology that organizes negotiation chapters thematically.
This assignment forms part of the GIZ-supported project “Support to Albania for fulfilling selected EU Accession Closing Benchmarks in Cluster 2 – Internal market”, which delivers targeted technical assistance to meet the requirements for closing benchmarks (CBs) set forth by European Union (EU).
This project provides support for fulfilling selected measures of CBs across Cluster 2 Chapters, with the aim of creating premises for potential closure of selected chapters.
- SUBJECT
This call aims to prequalify potential contractors (individuals, companies, institutes, or consortia) to assist in alignment of the Albanian regulatory framework with EU acquis concerning OTC derivatives, central counterparties and trade repositories (EMIR Regulation (EU) No 648/2012, as amended).
The assignment includes a thorough review of the current legal framework, conducting regulatory impact assessment, preparation of legislative drafts, and support during the stakeholder consultation and approval processes.
- ELIGIBILITY
Eligibility is open to applicants operating in Albania (individuals, companies, institutes, or consortia). At EOI stage, applicants must provide evidence of:
- Legal presence in Albania: NBC/Court extract & NIPT / NID.
- Financial capacity — Minimum requirement: Average annual turnover for the past three financial years ≥ EUR 20,000.
For consortia: the figure may be met on a combined basis across members. - Workforce capacity — Minimum requirement: Average of at least 1 permanent employee or manager over the past three calendar years.
For consortia: may be met on a combined basis across members. - Technical references (last 36 months to the publication date):
- At least 3 reference projects in the last 3 years in the EU Acquis Alignment (Regulatory Harmonization) and/or Regulatory Analysis and Drafting Services, out of which at least 1 reference project implemented in Albania; each with a commission value of at least 5,000 Euros.
- No grounds for exclusion under §§123/124 GWB and §22 LkSG (self-declaration).
Both individual applicants and consortia/joint ventures are welcome. All communication is in English.

The due date for submitting the application is 10.04.2026.

After the due date for submitting the application, the process of prequalification will follow. The submitted applications will be evaluated, and only prequalified candidates will be invited to answer the bid.
