Regional Program “Conservation and Sustainable Use of Biodiversity at Lakes Prespa, Ohrid and Shkodra/Skadar (CSBL)”

The Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ) is a federal enterprise that supports the German Government in achieving its objectives in the field of international cooper- ation for sustainable development. The regional program “Conservation and Sustainable Use of Bi- odiversity At Lakes Prespa, Ohrid and Shkoder/Skadar” (CSBL) assists Albania, Macedonia and Montenegro since 2014 in managing the natural resources of Lakes Prespa, Ohrid and Shkodra on a transboundary basis and in compliance with EU environmental and biodiversity protection targets

– with particular focus on relevant European Union Directives, including the Water Framework Di- rective (WFD) and the Habitat and Birds Directives. The program also addresses issues related to sustainable fisheries. With strong cooperation among stakeholders within and among countries be- ing crucial to achieving the program’s objectives, a major focus is on water diplomacy and the insti- tutionalization of transboundary cooperation.

 

The current project phase is January 2018 until June 2020.

 

GIZ Office Albania seeks the following staff: Coordinator

A. Responsibilities
The Coordinator is responsible for:

 

  • Representing the CSBL program as national coordinator in Albania (with its three Lakes Prespa, Ohrid and Shkodra/Skadar), coordinate activities, services and events for all project thematic areas in Albania (Water Resources Management/Water Framework Directive, Bio- diversity Conservation, Sustainable Fisheries and Transboundary Cooperation)
  • Advising national partners and relevant stakeholders on the implementation of the thematic areas Water Framework Directive, Biodiversity Conservation, Sustainable Fisheries and Transboundary Cooperation in Albania
  • Drafting (sub-)programs, log-frames and ToR for national, regional and international experts
  • Coordinating expert missions in Albania and follow-up on activities/results
  • Cooperating with multiple stakeholders at local, national and regional levels, including Trans- boundary Water Commission, Lake/Fisheries Commissions, Ministries, Municipalities, Pro- tected Area Administrations, Professional Associations, the Fisheries Management Organi- zation of Albania as well as Non-governmental and Research Organizations
  • Closely collaborating with CSBL national coordinators in Montenegro and Macedonia, re- spectively, and conduct joint activities
  • Closely collaborating with the project’s advisor on transboundary cooperation

 

In this context, the Coordinator fulfils the following tasks:

Advising partner institution(s)

The coordinator

  • assists and monitors the development and implementation of project/programme plans and activities in close consultation with counterparts,
  • contributes to preparing and implementing the coordination process, joint project/pro- gramme activities and work at the regional level,
  • supports and initiates the design, preparation and implementation of workshops, seminars and other events on issues connected with the project/programme’s area of activity,
  • develops and organises quality assurance measures and suggests necessary changes, im- provements and

Networking and cooperation

  • supports and initiates cooperation, regular contact and dialogue with relevant project gov- ernment partner and non-governmental partners on all levels including cooperation with lo- cal communities, relevant organisations, non-governmental agencies and individuals in the project/programme environment and with other projects to improve and maintain good working relationships,
  • assists with PR and communication work,
  • communicates local interests and efforts, towards these and encourages sharing ideas and information for the benefit of the project/program.

Knowledge Management

  • ensures knowledge transfer to project/programme information,
  • develops ready-to-use strategies and technical concepts, including guidelines, manuals and procedures,
  • draws up reports and presentation documents,
  • prepares appropriate input for various project/programme reports including annual reports, and contributes to the other reports required by the programme manager and GIZ Head Of- fice,
  • assists with research activities and studies on political issues which benefit joint pro-

Coordination tasks

  • assists with general project planning and develops project concepts including preparation, organisation and moderation of planning exercises and their implementation, management, monitoring, quality management, evaluation, communication and documentation,
  • coordinates relevant project activities at local level in consultation with the manager and in cooperation with the partners, both as regards to implementation and preparing organisa- tional aspects,
  • compiles the relevant information for joint activities and assignments,
  • contributes to offer management on behalf of GIZ (e.g. offer preparation, impact monitoring, project progress review, reporting).

 

C.    Required qualifications, competences and experience

  • Advanced university degree in environmental sciences, natural/water resources manage- ment/hydrology, environmental law, environmental economics or related disciplines
  • At least 7 years working experience in the field, of which 5 years in international settings
  • Profound knowledge of water resources management in Albania and internationally
  • Familiarity with relevant national environmental policies, strategies and legislation, in partic- ular with respect to EU-compliant water resources management, biodiversity conservation and nature protection legislation, as well as inland fisheries
  • High level of professionalism and cultural/political sensitivity
  • Strongly developed diplomatic skills
  • Strong analytical, planning and managerial skills
  • Distinguished sense of responsibility and proactiveness
  • High communicational, integrative and organizational skills – as well as interface competence
  • Excellent spoken and written English and Albanian language skills
  • Knowledge of German, Macedonian and/or Montenegrin would be an asset

D. Contract conditions

  • Full-time employment
  • CSBL project office in Tirana with duty travel within Albania and the region (Mainly Macedonia and Montenegro)
  • Assignment period until June 2020
