Project: Sustainable Urban Transport in Tirana

The Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ) is a federal enterprise that supports the German Government in achieving its objectives in the field of international coop-eration for sustainable development.
Not only since the Covid-19 crisis, the mobility of people is one of the main topics around the world. Rapid motorization and traffic, severe air quality challenges and the people’s access to op-portunities are common global issues. Urban mobility in the dynamic city of Tirana has been on the agenda for many years. In Tirana alone, the number of vehicles rose from almost zero at the end of the communism era to approx. 200 cars per 1,000 inhabitants, with extreme traffic and air quality impacts in the city. Although public transport and walking are making up most of the trips in Tirana, the quality of both (incl. cycling), needs to be improved to offer the inhabitants real alternatives to using a private car. In the last years and months Tirana has visibly invested in improving public transport, walking and cycling infrastructure, with many positive results. This momentum of pro-gressive urban mobility policy must be maintained and strengthened in the future to transform Ti-rana towards an even more enjoyable and sustainable city.

The German Federal Ministry for Economic Cooperation and Development (BMZ) via GIZ is sup-porting the Albanian Ministry of Infrastructure and Energy and the Municipality of Tirana to improve technical capacities for sustainable urban mobility measures by public and private actors in Tirana.

The project has three main areas of intervention:
1. Strengthening the capacities of stakeholders and institutions towards more data-based planning and decision-making in the context of sustainable urban mobility;
2. Supporting the Municipality of Tirana to improve the quality of the bus system;
3. Jointly working with relevant stakeholders to improve walking and cycling in Tirana.

The project is part of a global partnership, the Transformative Urban Mobility Initiative (TUMI).

For the support of the GIZ expert team, GIZ Office Albania is looking for a:
Advisor – Transport Planning & Transport Financing

I. Responsibilities
The advisor will assist the team to implement project activities in the three fields mentioned above.
The advisor – will do preliminary work for and support the GIZ expert team in detail:
• to support the stakeholders in Tirana to improve the service quality of the public transport system (data management, service planning, performance monitoring, contract management)
• to implement, monitor and assess demonstration projects in Tirana with the purpose of institutionalising system improvements
• to collaborate with international and local NGOs in the field of walking and cycling to strengthening the quality of walking and cycling infrastructure and usage
• to monitor and communicate project activites (result based monitoring)
• to assist in trainings and workshops (including logistical preparation and documentation)
• to assist the project manager in the coordination and exchange with the project team and project partner

The advisor performs the following tasks:
II. Tasks
Professional support
• supports the idendification of support needs of the project partner in regard to public transport, walking and cycling
• documents project activities for further reporting of the advisors, coordinators and the progamme manager
• defines terms of references (TOR) for consultants to be contracted in the project context
• assistance in the preparation and review of technical reports in the field of public transport modernisation and walking&cycling infrastructure
• assists with the technical advisory service to the project partners in regard to public transport modernisation, e.g. planning and financing, network development, use of data

Communication and networking support
• prepares presentations, visualisations of project results for external communication
• support the preparation and implementation of workshops, seminars, and other events on subjects that are related to the project
• prepares regurarly newsletter and external communication outputs (e.g. blogposts) about the project context and progress

Knowledge management support
• assists in improving the project’s knowledge management system (e.g. data & file management)
• develops and maintains the project’s database, incl. data collection, processing and visualisation
• independently conducts research on topics relevant to the project and presents to the team
• assists in the compilation of information about ongoing projects activities and ensurs knowledge transfer

Management and Coordination support
• support the team in project planning and impact monitoring
• assists in the coordination and prioritisation of project activities
• supports the conduction of networking activities and steering committee meetings

III. Required qualifications, competences and experience
Qualification
• Education/training: Masters degree in transport planning, infrastructure planning and man-agement, urban or environmental planning (with a focus on transport), or equivalent
• General professional experience: At least 2 years of professional experience in the areas of transport and / or urban development
• Languages: Fluent in Albanian, excellent business language skills in English required

Experience
• Very good knowledge of the urban transport / public transport ecosystem and innovation environment in Albania (including national strategies, legal framework, relevant stakeholders, infrastructure and facilities)
• Knowledge and/or work experience in public transport planning and financing, infrastructure planning and financing (walking, cycling)
• Work experience in or with (local) government on transport related topics are an asset
• MS PowerPoint, graphic design and visualisation super-hero skills are an asset
• Ability to support a multi-task, multi-discipline project team in a dynamic work environment
• Experiences in writing and reviewing reports (english)
• Excellent organisational, social and communications skills
• Experience in designing workshops and applying innovate methods and tools in project con-text is an asset

IV. Contract conditions
• Full-time employment
• Project office in Tirana
• Assignment period: until 30.10.2022
