Programme: Sustainable Development of the Rural Areas

Agriculture and rural development are of crucial with regard to socio-economic development in Albania as it accounts for 23% of the GDP and 42% of the overall employment. The majority of agricultural holdings is characterized by fragmented land use and small stock sizes. Significant structural deficits exist as well as weak advisory services and representation structures. In view of the aspired EU accession, a large proportion of farms and smaller processors are not sufficiently competitive. The consolidation of agriculture in the context of EU common agricultural policy and the current situation in rural areas require that the rural population has alternative income and employment opportunities. This is especially true for women and young people. Young people in particular leave the rural regions temporarily or completely in search of more attractive income op-portunities. The strongest growth and employment impulses come from rural tourism. The further development of sustainable rural tourism depends heavily on the protection of natural and cultural landscapes and the sus-tainable exploitation of natural resources in rural areas. The environmental, economic and social potentials in rural areas are not yet sufficiently exploited to sustainably create and sustain diversified income and employ-ment perspectives.

The BMZ-funded program on rural development will promote income opportunities in rural areas through in-creased competitiveness and diversification of agriculture, the valorization of biodiversity and the potential of rural tourism for employment-generating activities. The program contributes to employment promotion in the agricultural sector and in the tourism sector in rural areas by focusing on the principles and instruments of the EU’s common agricultural policy for rural development. It promotes the participation of young people and women and contributes to gender equality. The program applies an integrated approach on rural development with a focus on agriculture and rural tourism. It will consist of four interrelated fields of intervention (outputs):

Output 1) Policy Advice for Rural Development
Output 2) Promotion of Selected Value Chains (Cluster I: Tourism; Cluster II: Agriculture)
Output 3) Improvement of Education & Training in Agriculture & Rural Tourism
Output 4) Support to Agricultural Knowledge and Innovation System

SRD together with another BMZ-financed project ProSEED, will establish an Advisory Facility for MSMEs to cushion the effects of COVID-19. The facility will focus on providing coaching and advisory services to affected businesses in the tourism sector, in agriculture, and in other sectors.

The programme’s duration is foreseen from 01/2019 – 12/2022.

“Sustainable Development of the Rural Areas” programme, seeks the following staff:
Advisor – Tourism
A. Responsibilities
The advisor-tourism is responsible for:
▪ implementing daily operational aspects of topics and fields of intervention related to the project in the following fields:
a) policy advice in rural tourism with MoTE (output 1)
b) promotion of rural tourism value chains (output 2)
c) advisory facility for MSMEs
▪ support of public and private actors in developing, maintaining and quality assurance of rural tourism infrastructure, and tourism products in close coordination with the other staff working in SRD`s Tour-ism component
▪ support to planning, coordination and implementation of activities related to rural tourism
▪ close cooperation with MoTE, regional and local tourism structures, private sector as well as other donors operating in the field of tourism
▪ innovation and knowledge management;
▪ maintaining of a good flow of communication and information between all involved institutions and counterparts and GIZ including regional projects
▪ ensuring that the contracting and spending of allocated funds run smoothly in his/her area of inter-vention

The advisor – tourism performs the following tasks:
B. Tasks
1. Provision of advisory services and implementation of activities
The advisor-tourism
▪ identifies needs for external support and advice, drafts terms of reference for local and international consultants, works on policy recommendations as well as practical recommendations and develops a strategic approach in his/her field of intervention
▪ identifies the needs of government institutions, private partners and NGOs as well as the project’s beneficiaries
▪ participates in formulating project activities and helps synchronise the planning and budgeting within the project and with counterparts
▪ conceptualizes and implements activities under output 2 with a focus on product development in ru-ral tourism; this involves the operational aspects of the implementation of the activities such as close cooperation with relevant stakeholders (esp. private sector) during conceptualization and implemen-tation; preparation of contracting procedures of experts/trainers etc.; organization of events and workshops; steering of experts´ assignment etc.
▪ provides tourism specific input and expertise related to SRD´s Advisory Facility to cushion the effects of COVID-19; this includes supporting the selection of businesses eligible for the facility, close col-laboration with the external consultancy team of the Advisory Facility on tourism; processing the ex-periences of the Advisory Facility related to tourism businesses and feeding back these experiences into SRD´s activities and approach as well as into MTE and NTAs approaches.
▪ monitors the development, implementation and results of activities in his/her fields of intervention in close consultation with counterparts
▪ provides support to program monitoring requirements

2. Communication and networking
The advisor-tourism
▪ establishes and maintains good communication and cooperation with all relevant public and private partners on central, regional and local level
▪ provides inputs for SRD´s internal and external communication (social media, newsletter, etc.)
▪ ensures a transparent, neutral and competition-based approach when working with private sector
▪ ensures knowledge management: collects, processes and distributes relevant information, monitors communication and interaction between government institutions, NGOs and society through anal-yses of the media, direct dialogue, participation in meetings and seminars etc.

C. Required qualifications, competences and experience:
Qualifications
▪ university degree (Master) in social sciences, tourism or regional management
▪ 5-7 years’ professional experience, with at least 3 years’ professional experience in tourism projects
▪ professional knowledge on tourism product development
▪ experience and access to private sector in tourism in Albania
▪ high ability to organize his/her work independently
▪ high sensitivity to compliance issues esp. when in procedures and communication
▪ professional experience in collaboration with public administration at different levels in Albania
▪ wide network in the tourism sector in Albania including MoTE and other donors in the field
▪ overview on agriculture and rural development issues in Albania
▪ confident and professional appearance towards different hierarchy levels of project partners
▪ strong organisational competence and willingness to work on all aspects of implementing activities
▪ strong desire and ability to work in a team
▪ strong interest in working for German Development Cooperation
▪ willingness to travel to rural areas in Albania and abroad regularly
▪ good knowledge and experience in rural areas of Albania (esp. regions of Dibra, Shkodra and / or Vlore)
▪ very good knowledge of English, ideally a knowledge of German
▪ willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management
