Programme: Sustainable Development of the Rural Areas

The Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ) is a federal enterprise that supports the German Government in achieving its objectives in the field of international cooperation for sustainable development.

Starting in January 2019, a new BMZ-funded program on rural development has started to promote income opportunities in rural areas through increased competitiveness and diversification of agriculture, the valorization of biodiversity and the potential of rural tourism for employment-generating activities. The program will contribute to employment promotion in the agricultural sector and non-agricultural activities in rural areas by focusing on the principles and instruments of the EU’s common agricultural policy for rural development. It promotes the participation of young people and women and thus contributes to gender equality. The program will apply an integrated approach on rural development with a focus on agriculture and rural tourism. It consists of four interrelated fields of intervention (outputs):

Output 1) Policy Advice for Rural Development
Output 2) Promotion of Selected Value Chains (Cluster I: Tourism; Cluster II: Agriculture) Output 3) Support to Agricultural Knowledge and Innovation System
Output 4) Agricultural Knowledge and Innovation System The program’s duration is foreseen from 01/2019 – 12/2022.

GIZ Office Albania seeks the following staff: Office manager/assistant (maternity leave replacement)

Responsibilities

The office manager is responsible for:

  • providing administrative services for the programme with regards to financial issues
  • ensuring that financial and administrative regulations are complied with quality assurance of contract documents of the programme
  • the organisation of all kinds of events, meetings, trainings, work-shops and seminars, as planned in the programme, according to GIZ rules and regulations
  • filing documents in reference files and/ or in DMS in line with GIZ’s filing rules
  • assisting the GIZ programme manager and other members of the team in their administrative tasks
  • efficient day-to-day running of the programme

Tasks

 1. Finance

  •      prepares invoices and receipts for accounting and executes payments and checks for compliance with GIZ rules
  • manages the Cash Box and the Bank book, and makes the necessary entrances in the Winpaccs
  • checks travel expense statements of staff for approval by the superior

2. Secretarial Work, Services and Office Management

▪ organises administrative and logistical aspects (i.e. locations, catering, announcement, registration) of programme activities (Programme Steering Committee meetings with programme counterparts and other meetings, trainings, workshops, seminars, events etc.)

▪ prepares and organises internal and working meetings and takes minutes if required
▪ coordinates and organises the travelling and accommodation of programme staff, partners and of incoming international experts
▪ ensures guests’ and experts’ comfort
▪ supports the implementation of audit and/or monitoring missions
▪ sets up and regularly updates all relevant contacts of the programme

Required qualifications, competences and experience

▪ Bachelor’s in finance, economics or related field
▪ At least 2 years of professional experience in a similar position
▪ Excellent written and oral in English
▪ Proficient knowledge of Microsoft Office
▪ Research skills, well organized, good communication skills
▪ Excellent interpersonal skills, including adapting communication to different recipients and networking in Albania

Contract conditions

▪100% contract employment
▪ Programme office in Tirana
▪ Assignment period: until 31.12.2020
