Programme: Support to Accession Negotiations in Economic Chapters of Acquis (SANECA)

The Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ) is a federal enterprise that supports the German Government in achieving its objectives in the field of international cooperation for sustainable development. The objective of the SANECA program is to: “Strengthen the competences for the conduct of EU accession negotiations in selected chapters of the economic sector”. Its support will focus on 3 complementary Focal Areas (FA):

1) Capacity development and methodologies. Support will be provided to equip members of negotiation structures for selected chapters of EU acquis with necessary skills and knowledge to conduct different stages of accession negotiations.

2) Preparatory work to address potential benchmarks. Support will be provided to start and advance in the preparations for the fulfilment of benchmarks for Chapters 1, 3, 20 and 28. This will be done through expertise advice and capacity building measures for drafting of concept notes/strategic framework.

3) Civil society engagement. Advice will be given on the adequate involvement of Civil society organizations in the activities for chapters 1, 3, 20 and 28. This will be done through identification and mapping of stakeholders and finding the appropriate ways and instruments to establish systemic and constructive cooperation with them for the benefit of the process.
Regarding the three afore-mentioned areas, efforts will be joined with the Albanian School of Public Administration (ASPA) to develop the necessary training curricula and programmes, and to use already existing innovative teaching methods and platforms (e Learning), or to explore new unused capacity building instruments.

The overall duration of the program is 3 years (12/2019 – 11/2022).

GIZ Office in Albania seeks for an Advisor – Civil Society Engagement

A. Responsibilities

The Civil Society Engagement (SCE) advisor will be mainly responsible for:
▪ leading and coordinating programme activities under FA 3
▪ carrying out specific tasks in connection with knowledge management for the programme
▪ contributing to the implementation of Impact Monitoring & Evaluation (M&E) system of the program according to the GIZ impact monitoring model
▪ taking lead on development of related tools including stakeholders mapping
• building and maintaining effective relationship and networking with partners and other stakeholders
▪ supporting the team and the leader in carrying out program activities

The SCE advisor performs the following tasks:

B. Tasks

1. Management and coordination
The advisor
▪ contributes to the conceptualisation, preparation and implementation of program activities and outputs, including meetings, workshops, seminars and other activities of the program
▪ puts together an overview of programme activities, deadlines etc. and presents this regularly at team meetings
▪ coordinate with relevant Ministry(s) as needed to ensure coordination and collaboration on program-related activities
▪ supports coordination of policy dialogue between CSOs and public institutions on issues related to negotiations with EU
▪ assists short-term experts assigned to programs/programmes in completing their tasks
The advisor
▪ supports program monitoring and updates information on program progress, documents and reports regularly on the status of results
▪ assists with recording and documenting the results of all activities
▪ draws up media analyses, participates in fora and public hearings on issues directly connected with the programme
▪ assists with planning, coordinating and documenting meetings, workshops, seminars and other program activities with a focus on technical aspects
▪ writes reports, briefings, notes, assessments and other written material as required on the program’s work with CSOs
▪ assists with PR work for the program
▪ proactively participate in professional development activities with strong commitment of learning knowledge and skills

3. General obligations
The advisor
▪ is familiar with GIZ planning, implementation and reporting procedures and their changes
▪ is familiar with other programme components and GIZ-assisted measures, concepts and status of implementation and knows the corresponding experts and staff
▪ represents the interest of the GIZ-assisted measure and always acts on its behalf
▪ carries out important tasks for the programme, even if these are not explicitly cited in the job description

4. Other duties/additional tasks
The advisor
▪ builds and maintain trust effective relationship and coordination with partners
▪ performs any other tasks as assigned by the supervisor that are within the general scope of the described responsibilities

C. Required qualifications, competences and experience
▪ masters/MSc in Law, Social Work, Sociology, Political Sciences, management or other relevant fields and/or other comparable degree
▪ minimum 6 years’ professional experience, with at least 4 years’ professional experience in a comparable position
▪ ideally, knowledge of the SCOs landscape in Albania and experience of working with them
▪ very good working knowledge of ICT technologies and computer applications
▪ fluent written and oral knowledge of English; knowledge
