The Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ) is a federal enterprise that supports the German Government in achieving its objectives in the field of international cooperation for sustainable development.
Field of Activity
Open Regional Fund for South-East Europe Modernization of municipal services is implementing the PPP Project “Waste to Energy for Western Balkans Cement industry” funded by the Federal Ministry of Economic Cooperation and Development of Germany (BMZ) and the companies Titan Antea Cement sh.a (Albania), Titan Cement Usje (North Macedonia) and Titan Cement Kosjeric (Serbia), within the develoPPP.de programme.

Considering the aspirations of the countries of Western Balkans region in joining the EU, the adoption of EU standards for an environmentally friendly, economically viable and hygienically safe collection and disposal of waste streams is of high priority for the governments of Albania, North Macedonia and Serbia.
In recent years, considerable progress has been achieved regarding the development of the regulatory and policy framework in accordance with European Union (EU) policies in the waste management sector, however there is much more to be done in order to align the countries legislative frameworks to acquis Communautaire, especially in terms of chapters 27 Environment and Chapter 15 Energy.
Despite the number of policy documents that have been drafted and approved, the countries are facing their implementation at the regional or local level and achievement of the agreed targets is still lagging behind in all three countries of Western Balkans. Reasons for the unsatisfactory situation, especially outside the main centres, are manifold. The project allows for solid business models that motivate stakeholders to actively engage in efficient collection and re-use of processible waste, as waste can be treated as a valuable resource in Western Balkan Countries.

GIZ Office to Albania seeks the following staff: Office Assistant for „Waste to Energy for Western Balkan Countries Cement Industry (W2E WBCI)“ PPP project

A. Sphere of responsibility
The office assistant is responsible for the:

  • ensuring efficient day-to-day running of the project offices;
    • acting as focal point on administration and finances including contracting as needed;
    • providing administrative, organizational and logistical services to the project management and teams;
    • managing project data and file management system in DMS in line with GIZ’s filing rules;
    • ensuring good flow of communication and information within the project and with the GIZ office in Tirana.

The Office assistant performs the following tasks:
B. Tasks
1. Secretariat work and services

The office assistant
• organizes and coordinates project activity schedules as requested by each project representative;
• prepares and organizes information materials for the project representatives and – or meetings;
• manages incoming and outcoming correspondences and prioritizes and organizes it;
• replies and looks after correspondences;
• participates in internal and external meetings and workshops and assists with documenting these (minutes);
• ensures that the necessary office supplies are available;
• purchases office equipment and supplies within set value limits and procurement rules;
• reports damage to the project manager, organizes and monitors the service and repair of office equipment.

2. Managing the daily cash fund

The office assistant
• is responsible for cash based on the vouchers collected daily;
• reconciles the cash book and cash account daily;
• reports any surplus or shortfall in cash;
• reports without delay if the cash holding reaches a minimum level.

3. Office coordination

The office assistant
• deals with external contacts;
• coordinates and organizes rooms for meetings and catering;
• coordinates travel arrangements of team, partner and experts as needed;
• coordinates equipment for meetings;
• photocopies and scans documents as needed;
• in charge of office inventory including regular update of list;
• responds on requests from ORF-MMS management team in Sarajevo;
• interprets and translates as needed and possible upon request.

C. Qualifications, skills and experience required
Qualifications:
• university degree in relevant qualification: Management/Business Administration, Finance, or equivalent of BA or MSc;
• at least 2 years professional experience in a similar position;
• ability to support a multi-task programme team;
• excellent working knowledge of MS products, particularly Word, Excel and PowerPoint;
• fluency in written and spoken Albanian and English, German language would be an asset;
• able to work in a team as well as independently;
• excellent social and communications skills.

Contract conditions:
• Working time – 50%;
• Project office in Tirana with few travels in the region;
• Assignment period: 31.03.2021
