The Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ) is a federal enterprise that supports the German Government in achieving its objectives in the field of international cooper-ation for sustainable development. The Global “Programme Migration and Diaspora“is commis-sioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) and is being implemented under the umbrella of the Centre for Migration and Development (CIM) – a joint operation of the Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ) and the In-ternational Placement Services (ZAV) of the Federal Employment Agency.
The overarching objective of the programme is for key actors in partner countries to make more effective use of regular migration and diaspora engagement to achieve their development goals.
The Global Compact for Safe, Orderly and Regular Migration and the 2030 Agenda provide the framework for activities along with the planned Skilled Workers Immigration Act (Fachkräfteeinwan-derungsgesetz) and the German national action plan on integration.
The programme has three components (not every component is implemented in every country):
1. Regular Labour Migration and Mobility
2. Diaspora Cooperation
3. Migration Governance
A key element of the global programme, which is currently operating in 22 partner countries across four continents, is harnessing the development potential of the qualified Diasporas of those partner countries in Germany with the aim of making contributions in their countries of origin, especially through a) development-oriented return and b) social Diaspora engagement.
GIZ Office Albania seeks the following staff: Advisor – Returning Experts (RF) and Diaspora Cooperation (DK)
Objective and Function:
The Advisor – Returning Experts (RF) and Diaspora Cooperation (DK) (hereafter Advisor RF & DK) supports in Albania the implementation of the component “Diaspora Cooperation” and the field of action “Development-oriented Return” of the BMZ-commissioned global “Programme Migration and Diaspora,” the responsibility for which lies with the GIZ-group G210.
The work of the Advisor RF & DK is based on the objectives of:
Development-oriented Return, such as:
• Promotion of highly qualified and professionally qualified returnees
• Networking between development-relevant employers, returning experts and alumni
• Strengthening of employers through knowledge transfer and exchange
Social Diaspora Engagement, such as:
• Capacity development and promotion of pro-developed projects of Diaspora organisations (DiO) in Albania
• Support and promotion of the development-relevant contribution of Diaspora Experts (DF) in Albania
Financial and Economic Contribution of the Diaspora, such as:
• Increasing transparency on the remittances market (geldtransfair.de)
• Basic financial education for remittances senders and receivers
The activity portfolio is country-specific and is concretized in yearly goals and annual operational plans, in close coordination with the PMD team in Albania and the Diaspora Cooperation and Development-oriented Return teams in HQ, including the ZAV placement officers and assistants.
A. Responsibilities
The advisor is responsible for
▪ Supporting the strategic development of the PMD component “Diaspora Cooperation” and the field of action “Development-oriented Return” in Albania in close coordination with the National Coordinator PMD in Albania, and the PMD teams in Albania and in HQ, including the ZAV placement offers and assistants
▪ Establishing and strengthening of strategic partnerships with relevant political and operational partners of PMD
▪ Providing advisory services to highly qualified Albanian migrants and the Albanian-speaking Diaspora (individuals and Diaspora-Organisations) in Germany
▪ Assisting project initiatives to provide professional advisory services to and cooperate with a broad range of target groups
▪ The monitoring process of all activities related to Development-oriented Return and Diaspora Cooperation in Albania; monitoring RF and DF assignments and ensuring the quality of content in their reports and AoR; monitoring the progress of projects implemented in Albania by Albanian-speaking Diaspora-Organisations in Germany and their partner organisations in Albania

The advisor
▪ compiles information on employment opportunities in Albania (above all as part of information events for Albanian jobseekers and graduates in Germany),
▪ informs and advises experts and students (by email/ telephone/skype or in person) on employment opportunities and topics that pertain to their return or their social and professional integration,
▪ advises experts on the administrative procedures of the promotion process at PMD and ensures that the necessary quality standards are maintained in the documents submitted,
▪ prepares country-specific print and digital PR materials as well as case sheets for PR work (e.g. CIM News, website),
▪ organises events in Germany for specific target groups (in cooperation with ZAV/BA) as well as in Albania.
▪ designs, plans and implements training measures (e.g. knowledge transfer trainings) for promoted RF and acts as trainer/facilitator
▪ Informs employees on the PMD’s different promotion components
2. Placement
The advisor
▪ forges long-term contacts with relevant employers and acquires specific offers for development-relevant jobs and internships
▪ enters the acquired job offers into the web template while adhering to the necessary quality standards
▪ helps to place experts in jobs, especially in development-relevant areas, while ensuring an adequate amount of position-oriented placements
▪ proactively looks for suitable positions to match the skills of qualified applicants
▪ signs subsidy decisions pertaining to promotions in the component “development-oriented return”, salary top-up, networking trips, fringe benefits, training measures, etc. and agrees them as per four-eye principle with the National Coordinator PMD in Albania.
3. Networking and Cooperation
The advisor
▪ facilitates the networking of the promoted experts both among themselves as well as with other development cooperation experts, in particular with Integrated Experts (IF),
▪ organises networking meetings and workshops with the objective of supporting an exchange of expertise
▪ establishes regular contact with the German Embassy, other German institutions (e.g. Goethe-Institute, DAAD), foundations, relevant local ministries, diaspora groups and migrant organisations in Germany and Albania, as well as RF Alumni and employer institutions
Diaspora Cooperation
▪ promotes and coordinates all PMD-activities of the component “Diaspora Cooperation” in Albania
▪ informs, advises and establishes networks between the project partners in Albania while supporting the integration of the promoted projects into local and development cooperation structures, as well as supporting opportunities for networking with other programmes.
Diaspora-Organisations (DiO)
▪ informs and advises DiO and partner organisations on the promotional offers and processes
▪ links local partner organisations with DiO in Germany with the view of establishing partnerships for potential project implementation
▪ reviews funding and promotion requests of DiO and visits project partners in Albania
▪ monitors running DiO projects
Diaspora Experts (DF)
▪ actively promotes the PMD’s possibilities for DF promotion with partner institutions in Albania and DF and DiO in Germany
▪ acquires specific offers for development-related short-term assignments with Albanian partner institutions
▪ promotes the matching process between partner institutions and suitable applicants
▪ signs subsidy decisions pertaining to promotions of DF and agrees them as per four-eye principle with the National Coordinator PMD in Albania.
▪ accompanies the short-term missions of DF in Albania
Remittances
▪ actively promotes the website Geldtransfair.de among the Albanian Diaspora in Germany and relevant project stakeholders in Albania and Germany
▪ supports all activities related to financial literacy education for remittance senders and receivers when this sub-component becomes active in Albania
C. Required qualifications, competences and experience
▪ A master’s degree in an area that is related to the project objectives, such as Migration Studies, Development Studies, International Relations/Political Sciences, Social Sciences, Economics, etc.
▪ 5 years professional experience with at least 3 years of professional experience in a comparable position
▪ very good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
▪ excellent written and oral knowledge of German, Albanian and English
▪ availability to travel frequently within the country, region and Germany
▪ willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management
