The Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ) is a federal enterprise that supports the German Government in achieving its objectives in the field of international cooper-ation for sustainable development. The Global “Programme Migration and Diaspora“ is commis-sioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) and is being implemented under the umbrella of the Centre for Migration and Development (CIM) – a joint operation of the Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ) and the In-ternational Placement Services (ZAV) of the Federal Employment Agency.
The overarching objective of the programme is for key actors in partner countries to make more effective use of regular migration and diaspora engagement to achieve their development goals.
The Global Compact for Safe, Orderly and Regular Migration and the 2030 Agenda provide the framework for activities along with the planned Skilled Workers Immigration Act (Fachkräfteeinwan-derungsgesetz) and the German national action plan on integration.
The programme has three components (not every component is implemented in every country):
1. Regular Labour Migration and Mobility
2. Diaspora Cooperation
3. Migration Governance
A key element of the global programme, which is currently operating in 22 partner countries across four continents, is harnessing the development potential of the qualified Diasporas of those partner countries in Germany with the aim of making contributions in their countries of origin, especially through a) development-oriented return and b) social Diaspora engagement.

GIZ Office Albania seeks the following staff: Advisor – Migration Policy/Migration Govern-ance
Objective and Function:
The Advisor – Migration Policy/Migration Governance (hereafter Advisor MPB) supports in Albania the implementation of the component Migration Policy Advice/Migration Governance of the BMZ-commissioned global “Programme Migration and Diaspora,” the responsibility for which lies with the GIZ-group G210.
The work of the Advisor MPB is based on the objectives of capacity development of partner institutions to implement the goals of the Global Compact for Migration (GCM), such as:
• Long-term policy, strategy and organisational advice through deployment of an integrated expert to migration-relevant government partners;
• Bi and trilateral (peer-to-peer) knowledge exchange on joint learning about migration policy;
• Demand-driven qualification offer on GCM goals, and
• Multi-stakeholder dialogue formats on migration policy
The activity portfolio is country-specific and is concretized in yearly goals and annual operational plans, in close coordination with the Team Leader and the PMD Team in Albania as well as the MPB team in HQ (responsible person for the Area of action – MPB).

A. Responsibilities
The advisor is responsible for:
▪ Supporting the strategic set-up of the PMD component of migration governance in close coordination with the Team Leader and the PMD Team Albania as well as the MPB team in HQ (responsible person for the Area of action – MPB).
▪ Establishing and strengthening of strategic partnerships with relevant political and operational partners of PMD
▪ Liaising with Government counterparts on capacity building on migration / reintegration governance and development issues
▪ Designing MPB services based on needs analysis of the political partners and assure their implementation and monitoring
▪ Assisting project initiatives to provide professional advisory services to and cooperate with a broad range of target groups
▪ Innovation and knowledge management
The advisor performs the following tasks:

1. Advising the partner institution(s)

▪ Coordinates the design and implementation of services to the political partners of the programme based on profound need analysis;
▪ Monitors the development and implementation of MPB plans and activities in close consultation with counterparts;
▪ Coordinates processes, joint project activities and work at the local/national and regional level;
▪ Designs, prepares and supervises the implementation of MPB-workshops, seminars and other events for relevant stakeholders together with external experts;
▪ Initiates the organization of policy dialogue on migration development issues with the Govern-ment, donors, civil society, private sector; contributions to development of policies as relevant, and
▪ Coordinates innovation-, knowledge and quality-management of the MPB component.
2. Networking and cooperation
The advisor
▪ Maintains regular contact and dialogue with partners, assists with PR work and cooperates with local communities, relevant organisations, non-governmental agencies and individuals in the project environment and with other projects to improve and maintain good working relationships;
▪ Networks and cooperates with partner institutions and other relevant stakeholders (including non-governmental agencies, research institutes, business and other projects and donors) to maintain good working relationships and to cooperate towards the project’s objectives, as well as
▪ Networks and cooperates with PME Team (Program Migration for Development) to maintain good working relationships, to achieve synergy effects and to cooperate towards the both pro-jects` objectives

3. Knowledge management
The advisor
▪ Develops ready-to-use strategies and technical concepts, including guidelines, manuals and procedures;
▪ Draws up reports and presentation documents;
▪ Plans and summarizes annual operational plans for Migration Policy Advice (MPB);
▪ Prepares appropriate input for various project/programme reports including annual reports, and contributes to the other reports as required by the line manager, Team Leader PME/PMD and GIZ.
C. Required qualifications, competences and experience
▪ A master’s degree in an area that is related to the project objectives, such as International Relations, Political Sciences, Social Sciences, etc.
▪ 5 years professional experience with at least 3 years of professional experience in a comparable position
▪ Very good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
▪ Excellent command of the Albanian and English language; knowledge of the German lan-guage would be an advantage;
▪ Availability to travel frequently within the country, region and Germany
▪ Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management
